New $1.1 billion hurricane levee proposed for New Orleans East Land Bridge

    I am the debate coach for San Angelo Central HS. Our current topic is dealing with US transportation infrastructure and one of my debate teams is preparing a case to repair, improve, maintain, and possible rebuild some or all of inland locks and dams along the Mississippi. Locating possible funding to adequately cover their hypothetical case has been difficult during this economic downturn.
    So—my question is: "How are you funding the 17 mile levee project? We are desperate for any ideas.
